Summary:Generally, there are three categories of land use, which are agricultural, building and industrial. Breaching of land use category happens when the land use activity is contradicted with the category as stated in the land title. This study is conducted to get the actual number of premises under agricultural land use, which operating industrial or commercial activities in the district of Labis, to investigate the contributing factors of prolong happening of the problem, and to suggest the reasonable actions to be taken as improvement measures and solutions. This research involved in observation towards 47 premises, by which 33 of them were previously listed in the Program Pemutihan Industri in 2008. Base on the observation, 19 premises were still having the problem of breaching the land use category. This problem is analysed via interviews among respondents from the government agencies, land owners or operators of the premises. In conclusion, there are three factors that causes the problem, which contributed by the owner or land operators, local authority and technical factor. Meanwhile, eight improvement measures and solutions are suggested at the end of this study, which are to initiate a special taskforce so called pemutihan, to provide incentive for the programme, to implement land conversion activities, to improve enforcement activities, to strengthen the development control processes, to strengthen the enforcement division structure, to provide complete database system and to reactivate the Hari Bertemu Pelanggan initiative. The outcome of this study can be used as a reference by relevant stakeholders, specifically in overcoming the issue of breaching the land use category.
