Summary:A home is essential to all of us as it protects ourselves from heat and rain and it is among the basic thing needed. It can be obtained in two ways, whether we rent or buy it from a housing developer. For those who buy it from a developer, it takes time to be completed since several approval are needed to be obtained from Authority. Among them are approval for land conversion and sub-division grant by State Authority, Planning Permission approval by Local Authority (LA), Building Plan Approval as well as the issuance for certificate of fitness for occupancy (CF) which is also approve by LA. For CF issuance, several processes and procedures need to be adhered by developers. Therefore, this research is meant to explore the complexity or difficulty faced by LA during the issuance process of CF, with focus specifically given to Taman Desa Gemilang, Sg. Pusu,` District of Gombak, Selangor. All the data are gathered using the interview method onto respective LA Internal Department such as Building Dept., Town Planning Dept., Engineering Dept., while other related technical department such instance are Fire and Rescue Dept., TNB, SYABAS, IWK, JPS and JKR. The gathered data are analysed with qualitative method based on respondent views regarding the difficulty on CF issuance. The analysis will be displayed using a few methods such as graft and schedules. It indicates that there are difficulties on CF issuance and the developer is the main culprit for it. Several steps are proposed in order to curb the problem such as LA need to study thoroughly and deeply all submitted application for planning permission from developers, LA need to approve only for those financially capable developers, all application must be submitted completely with the certification from all the related technical department and so forth.
