Summary:Study of employee performance has always been the focus of discussion in the field of organizational management. Given the internal and external environments of organizations that are constantly changing and dynamic, studies related to the factors that affect employee performance remain relevant. The study identified factors that affect employee performance such as competence, integrity, discipline, motivation, reward and job design. The study was conducted in the South Sulawesi Province where there is a low level of government performance standards. Random sampling was chosen since a complete and updated sampling was available. 660 government employees from several departments were selected as respondents for the study. Self-administered questionnaires were distributed. Confirmatory Factor Analysis (CFA) was used to examine the validity and reliability of the instrument. Structural Equation Modeling (SEM), using AMOS software version 18.0 was used to analyze the relationship among variables. The results of this study stipulated that competence, motivation and job design had significant relationship with employee performance. However, integrity, discipline and rewards did not have significant relationship with employee performance. Besides that, quality culture did not moderate the relationship between all the independent variables with employee performance. Finally, local wisdom (the siri? and pacce) significantly moderated the relationship between all the independent variables with employee performance. Based on the findings, a model of employee performance standards has been formulated for the South Sulawesi Government.
