Summary:Every organization needs a leader. A leader plays an important role especially in guiding the employees to achieve organization?s goals and objectives. The presence of effective leaders is very important as they can increase the organizational performance. Effective leaders always associated with moral and ethical values. Ethical leaders are important since they can also affect employees behavior and attitude. This study aims to examine the role of organizational commitment as a mediator in the relationship between ethical leadership and organizational citizenship behavior (OCB). Five objectives of this study are (a)to examine the level of ethical leadership, (b)to examine the effect of Ethical Leadership on employees? OCB (c)to investigate the impact of ethical leadership on employees? organizational commitment (d)to investigate the impact of organizational commitmen on OCB and (e)to examine the impact of organizational commitment as mediator in the relationship between ethical leadership and OCB. A total of 118 Pejabat Kebajikan Masyarakat Daerah (PKMD) staff in Johor participated in this study. The respondents were selected by using cluster sampling and simple random sampling. Three instruments were used namely ethical leadership scale, organizational citizenship behavior scale and organizational commitment questionnaire. The obtained data were analyzed using descriptive mean analysis and regression analysis. The findings show that ethical leadership gives an impact on OCB and organizational commitment, while organizational commitment can affect OCB. Finally, the result of multiple regression shows that organizational commitment significantly mediate the relationship between ethical leadership and OCB.
