This is because, increasing the number of accidents and the number of deaths involving workers at construction sites is increasing year by year. In Malaysia, small scale construction companies dominate almost 80% of the number of contractors registered with the CIDB. Small construction companies are seen neglecting workers safety due to some barriers such as poor management commitment on safety matter, lack of training and education to employees, lack of involve employees in safety program, lack of safety planning in pre-project, do not conduct investigations in the event of an accident, do not carry out drug and alcohol testing to employees, and lack of safety assessments and rewards to employees. These factors contribute to the failure to improve performance in the small construction companies. The purpose of this study is to identify critical success factors (CSF) to improve performance safety in small construction companies. The objectives of this study are: identifying CSF to improve safety performance; evaluate the level of importance and ranking of CSF to improve performance safety; and develop structural implementation models to improve safety performance in small construction companies. The research method used is based on qualitative methods consisting of two stages namely literature review and opinion experts. The expert's opinion have been directed to confirm the identified CSF and establish the relationship between the CSF by using the Interpretive Structural Model (ISM) approach.
