Various efforts such as implementation of policies, plans and programs have been undertaken to ensure the implementation of the Integrated Water Resources Management (IWRM) can be carried out effectively. However, the efforts of stakeholders to mobilize IWRM effectively are still in vague. Hence, the government has introduced the concept of water governance to provide a new direction in managing the national water resources through the implementation of the National Water Resources Policy (NWRP). However, in NWRP, IWRM's definitions and principles are not clearly stated. In fact, no detailed study has been undertaken to form a framework for improving the implementation of IWRM by using governance as a key element in assessing the level of progress and implementation of IWRM in Malaysia. This study was conducted to form a framework for improving the existing IWRM implementation in Malaysia. In order to achieve the aim and objectives of the study, a combination of quantitative and qualitative methods were used. 214 questionnaires were distributed to respondents who are involved in seven IWRM projects and all the data from the questionnaires were analysed using descriptive statistical methods and inference statistics. For the next stage, in ensuring that the framework is in line with the context of improvements to the existing IWRM implementation in Malaysia, the verification process is carried out on a group of expert panels. The collected data were analysed using quasi statistical analysis method. The results show that IWRM and good water governance have positive relationships and have the potential to achieve the effectiveness of water resources management. 13 elements of IWRM and 39 good governance principles are appropriate and significant to improve the existing IWRM implementation in Malaysia.
