Summary:In the effort to provide the basic needs for developing the nation and country, Jabatan Kerja Raya (JKR) has been structured as such to enhance the quality of professional services particularly in planning, designing, implementing and managing all aspects of work related to the projects. The department emphasized that the projects are completed and delivered to the client within the stipulated time with an outstanding quality of the optimised design and cost. Whilst enduring the development, JKR Malaysia has been putting efforts in giving awareness to their employees the importance of safety and health in order to achieve sustainable living and health. Nevertheless, there are some parties that do not comply with the instructions and negligence, then the occurrence of accidents happen in the organization. This thesis is prepared to discuss the issues and problems arised from non-compliant to the Health and Safety Act (1994) in JKR Malaysia. The research has shown that the overall index for 5 out of 46 risks are at the high stage/critical at the value ranging from 3.50 to 4.50. The impact that may happen is that it can cause delay to the projects, thus effect the project delivery to the client at the agreed time, quality and cost. This research has also shown that safety and health can be identified at the early stage of work and will be properly managed to overcome the potential risks. The findings will be useful to assist the policy maker to prioritise the main factors in order to alleviate accidents happening at construction site in the future.
