Summary:Delay in a construction project can be defined as the late completion of works as compared to the contract schedule or planned schedule. Construction projects can be delayed due to so many factors. It may be due to consultant, contractor, and client itself. The aim of this study is to investigate factors that causes delay and the effects of construction project delay on Perak Public Sector and finally to identify the relevant ways of eliminating or mitigating these construction delays. The combination of literature review, short survey, document analysis and opinions from the practitioners reveals that causes of delay are attributed by eight (8) categories comprises contractor, client, material, labour, equipment, financial and external causes. The analysis shows that the severe impact of the delay as perceived by respondents is increased in cost due to imposition of LAD, loss expenses, additional insurance coverage and the possibility of legal proceeds due to arbitration or litigation. Determines the appropriate level of funding at the planning stage so that fixed payments must be paid to the contractor and comprehensive analysis of construction period at the planning stage are suggested as ways of overcoming and minimising delay on public sector construction projects in Perak.
