Summary:The involvement of Facility Managers at the pre-construction stage could potentially reduce maintenance costs at the operational and maintenance stage. Therefore, a Facility manager's role and competency guidelines are required as a guide to select employees as well as to maintain their capability level in carrying out their duties. If an organization has no role and competency reference, the organization has a risk of facing failure. The objectives of this study are to identify the competency level of hospital Facility Managers; to determine the competency of Facility Manager at the pre-construction stage of the hospital project; and to develop a Facility Manager's competency framework at the pre-construction stage. This study was conducted using quantitative methods, namely the distribution of questionnaires to individuals directly involved in hospital construction projects in Malaysia. The data obtained was analyzed using descriptive analysis techniques, calculation of the value of the relative interest index (RII) and analysis using the Statistical Package for Social Science (SPSS) and Smart Structural Equation Modelling Partial Least Squares (SEM-PLS) method. The results showed that almost all respondents were of the opinion that leadership factors, communication factors, operational and maintenance factors, human factors, property and property management factors, and business balance factors were factors affecting the competency of Facility Managers at the pre-construction stage. The findings of this study have contributed to the increased understanding of the importance of competency of Facility Managers at the pre-construction stage.
