Summary:Idle agriculture land issue has led to a reduction in national agricultural import revenue worth billion Ringgit. Various measures have been taken by the government, especially the Ministry of Agriculture and Agro-based Industry (MOA), which is now known as the Ministry of Agriculture and Food Industry (MAFI) and the Department of Agriculture in addressing this issue. The development of idle agriculture land is one of the solutions to the idle land issue, apart from law enforcement and land acquisition. Past studies have focused more on the causes and ways of overcoming idle land, but not much on implementing agencies that develop idle agriculture land. Therefore, the goal of this study is to increase the effectiveness of the implementation of idle agriculture land development. There are two objectives of this study which is to identify the challenges faced by implementing agencies in developing idle agriculture land and suggest improvements to the implementation method of idle agriculture land development overall. The methodology of this study uses a qualitative approach, namely the method of document analysis for secondary data and semi-structured interviews for primaru data, as well as involving a total of seven respondents from the the implementation agencies of idle agriculture land development in Perak Tengah District. The data obtained were analysed using thematic and quasi-analytical methods to obtain the findings to achieve the objectives of the study. The researcher found that there are seven challenges faced by implementing agencies in developing idle agriculture land, namely physical condition of the land, difficulties and delays in land affairs, infrastructure facilities, cooperation from landowners/ participants, agencies, labor, land developmwnt costs and pests. The results of the study also found that there are four suggestions for improvement to the implementation method of idle agriculture land development, namely the resolution and enforcement of land issues, the establishment of committees, the increase of allocations and cooperation between agencies. This study is important so that the effectiveness of the implementation of this idle land development can be enhanced and the issue of idle land can be addressed.
