Summary:The land administration system forms the progress and development of a state. A successful government to ensure efficient management of land will be able to shape the progress and development of a state. Title is a land ownership document given to the owner to show the individual's ownership of the land in question. The issuance of title before the National Land Code (KTN) is created shows a delay in the registration of title. The effect of this delay makes it difficult for landowners to make transactions on their land. Therefore, KTN 1965 has stipulated that the issuance of qualified title to enable registration of title be made quickly. However, final title still needs to be issued for partition, sub division and amalgamation matters. The delay in the qualified title to final title has attracted the attention of the Federal Government as there is a high settlement arrears. In the State of Perak alone, a total of 168,636 temporary titles have not yet been converted into final titles, while the Perak State Land and Mines Office recorded 98,435 outstanding titles and is increasing from year to year. Therefore, this study will look at the method of registration of final title without going through the process of qualified title. An Interview session was conducted with seven responding involving with PTG, PTD, JUPEM and licensed to assist this study. The process of insuance of finale title is proposed in the chapter of research analysis. The results show that the issuance of final title without qualified title will further accelerate the isuance of final title.
