The government has set a target of 2 hectares of open land area of 1,000 residents in order to safeguard the interests of the community in the future. The aim of this study is to increase understanding and to see the challenges resulting from efforts to implement gazetting of open land areas by local councils and state authorities. This study was conducted to identify the level of awareness and understanding of the implemented land management or open land areas in the state of Perak. The study also focuses on identifying barriers that cause disruption to the implementation process of the gazetting of land or open land areas in the study area. Qualitative selection of semi-structured methods has been used to provide inputs and materials that need to be analyzed. Based from the input of primary and secondary data, found that all stakeholders understand the standards that have been set. Repeated gazetting process and long period of time, increase the gazetting period of an application. The inconsistency gazetting process between PDT and PTG that also contributes to the delay in the gazetting period. To overcome these shortcomings, several proposals have been identified, including the creation of gazetting units in the department, creating a gazetting work process in a computerized system, encouraging monitoring at the top level as well as reviewing the additional needs of staff implementing gazetting.
