Summary:Maintenance of rural roads is one of development agenda that has been given priority by the Government either at the Federal or State Government level. The financial allocation for maintenance work has been approved annually through the Annual Budget Session in order to ensure the development of rural infrastructure, especially the development of road network can be implemented properly and perfectly. However, the financial allocation is channelled to several implementing agencies who have certain methods and specifications in implementing the rural road maintenance work which will also create conflicts and problems. This situation has also resulted in the maintenance of the rural roads cannot be implemented smoothly and thus imperfectly rural roads connections. Finally, people and communities in the rural areas are not able to carry out well their daily activities and the benefits of the rural road network are not reachable. This study outlines two (2) objectives namely identifying problems in the maintenance of rural roads and studying the factors on the problems in the implementation of rural road maintenance projects. The methodology of the study was a qualitative method through a structured interview approach to respondents consisting of officers from Petaling District Public Works Department and Petaling District and Land Office. The analysis of the study was based on opinions and views of respondents who were interviewed so that the problem’s factors in the maintenance of rural roads could be described. Based on these factors and findings from the study, the Public Works Department is given full responsibility for maintaining the rural roads as the Public Works Department is a Government agency with qualifications in the implementation of physical projects.
