Summary:This study was conducted to study facilitative approach in the development of the Perakku 1 low-cost housing scheme project at Tualang Sekah, Kampar, Perak Darul Ridzuan. The supply of low-cost housing is implemented by the Government, joint ventures with private developers through government bodies and agencies as well as private developers through the low cost housing development quota policy set by the Perak State government. However, the supply of low-cost houses from the three sources still can not meet the high demand for housing from the B40 group. This is due to the limited allocation of government and the focus on the development of affordable housing for the M40 group by private developers as well as government agencies due to the need for profit on real estate investments. For that, the Perak State Government has implemented the development of the Perakku Low-Cost Housing Scheme with facilitative approach to be offered to the low-income group. This development approach is implemented through the synergy of fund sharing in home development between the government and B40 buyers and the private sector as the developers of low-cost housing development. For that, this study will focus on the case study of the facilitative approach in the development of Perakku 1 low-cost housing scheme at, Tualang Sekah Kampar Perak. This is followed by a study on developers perception in the State of Perak initiatives and incentives within facilitative approach in the development of low cost housing. From the feedback obtained, all developers agree that the facilitative approach will facilitate developers to develop low cost housing with initiatives and incentives such as infrastructure development funds, provision of full loan list buyers, provision of cheap government land, exemptions or fees contributions at nominal rate charges, rapid development approval process and many more. This approach has the potential to be expand its implementation in further developments of low-cost housing for the B40s.
