In addition to preparing individuals with vocational skills, TVET also imparts a wide range of knowledge, shapes and trains individuals with a positive attitude as well as equips individuals with skills necessary in the workplace and life. Based on the significance of TVET, this study was conducted to identify TVET characteristics of skills and good practices that are more practical in its implementation, which may lead to a more comprehensive TVET management framework for Public Skills Training Institutes (ILKA). 376 respondents, consisting of students and professional practitioners were used in this study. This research employed two methods of data collection, namely by gathering primary data from distributed questionnaires that were developed using secondary data obtained from data banks in libraries and on the internet. The study found that theory and practical skills are the most significant TVET program skills for student and lecturers. In terms of TVET good practices, the study found that consistent regulations and processes in the industry received the highest ratings from both students and lecturers. The results of the study also showed that skill characteristics have a moderate level of relationship with TVET good practices. The characteristics of skills also have a relationship with the TVET Management Model but at a significantly weak level. Additionally, good practices influence and have a significant relationship with the TVET Management Model, in keeping with the needs of the current construction industry in Malaysia.
