Employment Recently, there are major transformations and accelerating challenges in various aspects of life, which were manifested in the increase in knowledge and the technological explosion. These challenges were reflected in the work of public institutions of all kinds; specifically, government security services like the General Police Command, which necessitated a positive response to these transformations and challenges by making fundamental changes and adopting modern management approaches that contribute in raising the high quality of performance. In order to ensure the competitive capabilities in public organization, governments should consider to encourage public organizations to compete among each other effectively. Therefore, the United Arab Emirates (UAE) government has followed the global trend in implementing excellency in public sector. However, the application of institutional excellence may not be easy in the Fujairah General Police Command. Therefore, this study aims to examine the relationship between transformational leadership (ideal influence, inspirational motivation, intellectual excitement, individual considerations, empowerment) and training strategy with institutional excellence in the Fujairah Police General Headquarters. Moreover, the training strategy variable was considered as a mediator in this study. This study used the quantitative and qualitative approach in order to achieve the research objectives. Therefore, the total of 315 questionnaires had distributed to Fujairah Police General Headquarters staff. The data gathered from respondents were analysed by using Partial Least Squares Structural Equation Modeling (PLS-SEM). To gain better understanding of the data, the researcher performed number of interviews with 10 leaders of Fujairah Police General Headquarters. Finally, the results found significant relationships between transformational leadership (ideal influence, inspirational motivation, intellectual excitement, individual considerations, empowerment) and the training strategy with organizational excellence. However, there no significant relationship between individual considerations with institutional excellence and intellectual excitement and individual considerations with training strategy.
