Summary:Management of change is an important concept in managing contemporary organizations. An effective organization is, among other things, characterized by its ability to evolve with time. The quality of products services offered should be able to fulfill the new standard requirements as the needs of the clients are changing over time. In other words, government agencies such as The Department of Valuation and Property Services (JPPH), Ministry of Finance should examine their functions, duties and work processes on a regular basis to ascertain that services rendered to their clients were done efficiently and at its best-expected quality. The purpose of this study was to identify the level of the effectiveness of the management of change in JPPH. The research also aimed to outline factors contributing towards the effectiveness of the change process, and those that would adversely affect the efforts to introduce changes to the department. This study was descriptive in nature. The population of the respondents was 511 with a sampling of 87 technical officers in the management & professional group, and supporting group staff (categorization under New Remuneration System, Civil Service, Malaysia). Data collection was done through questionnaires, observations and official documents of the department. They were analyzed using Statistical Package for Social Sciences (SPSS version 9.0). Research findings revealed that staff of the department recognized the efforts of the management to bring about changes to the department. However, although their perceptions were consistent in evaluating its effectiveness among factors the research examined, there were evidence of low level of technological improvement had taken place in JPPH. Other influential factors that would limit the speedy improvement process were narrowmindedness among staff and lack of resources, like budget, human resources, materials and equipments. A part from that, it was found that lacking of an effective organizational communication could also proved to be fatal.
