Data received from Malaysian Army personnel serving in the state of Perlis, Kedah, Penang and and Perak. Respondents selected through stratified random sampling method. The results of the study found that all three independent variable namely management practice, communication climate and anticipated negative outcome having significant relationship with silence behavior. Study model is good model with R square value(0.602). Anticipated negative outcome is most powerful predictor influence silence behavior with β value (0.435). Personality factor on the other hand is the most powerful moderator variable influence interrelationship independent variable and variable dependent. Indicative study findings shows that although Malaysian Army organization having open communication climate, however silence behavior still occur. This is because personality factor having strong influence in influencing interrelationship between management practice, communication climate and anticipated negative outcome with silence behavior.
