Summary:During this era of globalization and as the world moves into the next millennium, ‘quality’ is the catchword that provides the competitive edge in every field of human endeavor. This is certainly of great importance in the field of education. To enable a country attain advancement and development it needs intellectuals who are capable of coming out with new discoveries and inventions. The question is, to what extent the educational institutions could successfully produce quality students through the public examinations? Quality and quantity is closely related with the mission or the aim fixed by school administrators. Therefore, the objective of this research is to determine the approach used by the school administrators in fixing their respective aims. Besides, this research is also to determine the level of achievement of the quality students based on the categorization used. A total of 14 schools were chosen and the actual Sijil Pelajaran Malaysia results were used as the data for the research. Basic statistical techniques such as percentage and frequency were used to analyse the data. The findings of this research showed that for the duration of seven years, 17.4% used the high value return combination and 82.6% used the average value return. Out of the 82.6% of average value return 26.1% is categorized as unsuitable combination. On the whole, this research found that the quality output is still at a low level, at approximately 24.5% and that schools are still using the traditional approach in determining the aims of the school. Therefore, it is hoped that this research findings would provide additional information especially to the Ministry of Education so as future paradigm shift of educational aims would be more quality oriented.
