Summary:This research is aimed at observing the implementation of resource concept (konsep pengupayaan) in the school management system. Leadership polar of the chief of Sekolah Menengah Hamzah, Machang, Kelantan Darul Naim is adopted as the main sample to ascertain the characteristic of the implementation of above concept. This research utilizes the questionnaires of the thirty (30) teachers including chief assistant and chief teachers are also used to view their perspectives on leadership based on the resource concept. This two questionnaires are based on Leader Behaviour Description Questionnaires (LBDQ) and Organizational Climate Description Questionnaires (OCDQ). Apart from that, record examination and observation are also used to acquire data or information to fulfill the demands of this research. Two main variable are used to assess the implementation of resource concept through out this research. First aspect is the human relations (participative and democratic leadership) which is the main basis of resource. secondly, aspect of the job structure which represents management hero or autocratic. The result obtained reflect that the management polar of the school chief is centered directly on the first aspect. This shows that resource concept has supported the organizational management of his school. This leadership structure is found to be capable of enhancing the illustrious performance of the school concerned. Briefly, based on the outcomes of this research, it is suggested that resources concept should be appropriately adopted by all educational organizations’ managers, for it contributes toward the achievement of illustrious performance level of the school. However, it is advised that before its implementation several factors have to be considered by the chief. This is to ensure that the best platform for padigm shift by all the educationists is set for achieving the motto of illustrious performance.
