Summary:School culture is a very important component in improving school quality, but often overlooked in implementing improvement plan. Kedah has been one of the lowest performing states in SPM over the past nine years. This study was conducted due to the lack of previous studies on the relationship between school culture, school improvement, and school quality. The purpose of this study is to identify school culture practices, school improvement, and school quality. In depth, researchers have explored the influence of school culture on school improvement, the impact of school improvement on school quality, and the challenges in implementing it. This study utilized mixed methods. For quantitative method, 400 teachers from eight schools from respective districts were randomly selected as respondents. For qualitative method, data collection was conducted through observation, document analysis, and interview with five school management representatives. The triangulation process of various data was done to improve the validity and interpretation of the findings. The findings showed that the level of school culture, school improvement and school quality is at a moderate level. There is a moderate connection between school culture and school improvement, while the relationship between school improvement and school quality is weak. The study also revealed that only two of the three dimensions of school culture influence school improvement, and two of the six dimensions of school improvement influence school quality. The challenges in school improvement are teachers' attitudes, education system changes, lack of facilities, delegation issues with PPD, and unity. The findings of this work proposed improvement in teachers' professionalisme development and that they should be involved in school planning decisions. Next, school leadership competency level needs to be improved and teamwork must be established internally and externally. It is also necessary to apply the use of technology in line with recent trends.
