This research discusses; 1) the local Bugis elites perception on the political decentralization in southern Sulawesi, 2) the analysis of the implication of political decentralization, and 3) the implication and landscape of political decentralization. This qualitative research, through phenomenological approach, collects data using the triangulation method (interview, observation and document). The interview is done with key informants from formal and non-formal elite locals. The results show that the local elites generally view political decentralization and regional autonomy in southern Sulawesi as a product of democracy that adopts the local values which are sipakatau (mutual respect), sipakalebbi (dignifying each other), sipakainge (reminding each other) and siri na pesse (pride, dignity and empathy). Next, political decentralization is implemented in the form of (i) administration decentralization, where the culture of patron-client still occurs and points more towards big bureaucratic structure (Parkinson’s bureaucratic model) with minimum function, (ii) fiscal decentralization, where economic growth is high, but there is an economic gap between urban and rural areas besides inter-regions. Therefore, the jargon of development from the periphery for Indonesia should be implemented, (iii) political decentralization in southern Sulawesi tends to make authority as a political instrument in retaining dominance in either legislative or executive field. Lastly, the implementation of political decentralization has created a change of democratic values in Bugis community, which necessitates the maintenance and sustenance of local good values in local government activities. The landscape of political decentralization of the Bugis society on one hand can instill political inclusion and social harmonization (empathy, love and mutual help), but on another hand side portrays exclusive character which can heighten identity politics in the form of dynasty, oligarchy and cartel politics.
