Summary:The contribution of social capital to the development of a country is just as important as other capital. Recognizing the importance of the role and contribution of social capital in the well-being of the community, the encouragement and support to develop a social capital development policy by using local government institutions as important actors is essential. In addition to implementing regional autonomy policy, the local government has been given more authority to determine the direction of development in their respective districts. Thus, the main objective of this research is to investigate the role of local government (PEMDA) in developing social capital. This study focuses on the role of the local government in establishing social capital from the dimensions of public participation facilitation, group and network creation, group and network development, group and network partnership, group and network subsidy and the local traditional cultural promotion. The research method used in this study was descriptive statistics analysis and inference. The respondents of the study were 1003 residents of Kebumen district aged 18 and above. The results show that half of the residents of Kebumen District have moderate levels of social capital. The results of the six hypotheses testing on the role of PEMDA in the development of social capital in the District of Kebumen are just three hypotheses that have significant relationship - facilitating public participation, group and network development and group and networks partnership. The results indicate that PEMDA needs to pay more attention to its role in facilitating public participation, group and social network development as well as group and social network partnership if they want to increase social capital in Kebumen Regency.
