Kaedah penilaian dengan menggunakan model CIPP dilaksanakan di 70 buah Sekolah Dasarmelibatkan seramai 212 orang guru, 24 guru besar, 700 murid dan 700 ibu bapa.Instrumen digunakan protokol temu bual, senarai semak pemerhatian dan soal selidik. Analisis datakualitatif adalah menggunakan analisis tematik untuk komponen konteks, input dan proses.Manakala data kuantitatif di analisis menggunakan ujian T-score untuk komponen produk.Dapatan kualitatif pada komponen konteks program sudah selari dengan program pendidikankarakter. Pada komponen input perlu diperbaiki pada aspek prasarana sekolah dan kelayakanguru. Pada komponen proses, aspek yang perlu ditambah baik pada penyusunan rancanganpelaksanaan pembelajaran dan pada aktiviti pembelajaran belum menunjukkan penerapan pendidikankarakter. Dapatan kuantitatif berdasarkan uji T-score diperolehi purata untuk karakter kelakuanF+ =72 (32%), F- =152 (67%); karakter intelek F+ =99 (44%), F-=125 (55.8%). Oleh itu,aspek karakter kelakuan dan intelek perlu ditingkatkan dalam proses pembelajaran,sedangkan karakter sivik, karakter moral dan karakter kolektif diperolehi purata F+ lebih50%. Kesimpulan dari kajian menunjukkan bahawa penerapan program pendidikan karakter perlu penambahbaikan dan diteruskan pelaksanaannya. Implikasinya, penilaian ini menjadi kerangka kerja yang dicadangkan bagi pelaksanaan PPK di SekolahDasar dan meningkatkan penerapan pendidikan karakter yang diamalkan oleh guru dalam pengajaran danpembelajaran matematik di SekolahDasar.
