总结:This study examines political transformation in the Maldives during 2003–2009. The Maldives from 1978 to October 2009 was ruled by a highly authoritarian government. The political changes in the Maldives from 2003–2009 led to the adoption of a liberal political system. This was a historical and significant period in the process of democratization in the Maldives. This study identifies (i) intra-societal and (ii) extrasocietal factors of political change in the Maldives. Intra-societal factors of political change include economic development, its associated inequality, and political protests. The extra-societal factors include the regional powers, the European Union (EU), the Commonwealth, the United Nations (UN) and the International Civil Society. The study has found that there is a close linkage between intra-societal forces and extrasocietal forces and the resulting political transformation is the corollary of a snowball effect of combination of intra-societal and extra-societal factors. The study recommends that the consolidation of democracy in the Maldives requires the government to institutionalize the democratic norms and principles such as political participation and creation of a vibrant civil society. The study used qualitative method of data collection and relied upon primary sources such as government documents, observer reports and personal interviews. The study also benefitted from secondary sources of data collection.
