The researcher implemented an analytical method in this study where six sources of evaluation standards were analyzed: Tools for evaluating the iPod by Walker, Standards for Educational Applications by Rodriguez, Arus & Calle, Mobile Apps Assessment Tools by Walker, Standards for Evaluating English-language Mobile Learning Applications by Anderson, Standards for Mobile-Assisted Language Learning (MALL) by Kim & Kwon, Standards for Mobile Application-Assisted Language Learning (MapALL) by Hui Guo. All these standards were analyzed in order to build the proposed criteria and later to be evaluated by Arabic language experts. These proposed criteria were distributed to ten selected Arabic experts in the field in two ways; electronic list through the website, and also delivered by hand. The researcher analyzed experts' opinions using Fuzzy Delphi Method. The Fuzzy Delphi Method was applied in two stages; stage one is to analyze the expert opinions of each proposed standard and to determine the acceptability or rejection of that criterion using the Fuzzy Scale. In the stage two, the researcher analyzed the views of the experts again by presenting the criteria that had been analyzed and modified in the first stage and they were asked if an amendment was necessary. In the final stage of Fuzzy Delphi Method, the researcher presented the criteria that were validated in the second stage, and these are the final criteria that were suitable for evaluating Arabic educational applications via smart phones. Finally, the researcher proposed a new instrument based on the criteria developed to be used for evaluating Arabic educational applications through smart phones. The researcher hopes that this study will inspire innovations that could be beneficial to application designers, teachers, learners in particular, and practitioners in the field of education and teaching at large.
